2. CPCB issues Draft Guidelines for Solar Waste Disposal.

The Central Pollution Control Board (CPCB) has released draft guidelines for the safe storage, handling & transportation of waste related to discarded solar photovoltaic (PV) modules, panels & cells. This marks a crucial step in India’s plan to manage the growing volume of solar waste, as the country expands its renewable energy capacity. The guidelines have been issued under the E-Waste (Management) Rules, 2022. The rules are applicable to producers, manufacturers & recyclers of solar PV modules or cells. Solar waste includes panels or cells discarded at the end of their lifecycle, manufacturing defects & damaged products from transport or installation.

According to the Chapter 5 of the E-Waste (Management) Rules, 2022, solar PV waste has been categorized as e-waste. Unlike other electronic wastes, solar waste has been exempt from the EPR recycling targets. But every manufacturer, producer & recycler must ensure mandatory registration, have storage permission till 2034-35 and comply with CPCB standard operating procedures. Meanwhile, the guidelines operate on the principle that producers & manufacturers will establish comprehensive collection mechanisms from consumers & bulk users, and create take-back programs with various stakeholders to prevent improper disposal.

Careless disposal of solar panels can cause significant environmental & health hazards due to presence of elements such as lead, selenium, copper, cadmium, arsenic, antimony, etc contained within the modules. Improper disposal can also contaminate soil & water bodies, whereas unchecked burning could pollute air quality due to toxic fumes. This could potentially have adverse health impacts on communities & workers handling the waste without proper protective measures. The official draft can be accessed here: Draft Guidelines for Handling of Solar Waste.
